How is the Global Partnership contributing to international health security as the global environment shifts? With biotechnology capabilities now globally spread, what are the implications for the non-proliferation enterprise? Should it be more concerned with assessing latency and risk than preventing spread, and how can this be made effective? What are the prospects for ‘soft engagement’ making progress?
