Policing is a critical element in international efforts to maintain law and order and restore the rule of law in states transitioning from conflict to peace and stability. Increased recognition of this over the last decade has led to a steadily rising demand for international police officers, capable of carrying out more complex roles in more varied environments. But that demand is not being met, either in terms of quantity or quality, with many international policing missions operating significantly below their mandated strength and with gaps in skills and expertise among deployed officers. The FCO has just completed a review of conflict-related international policing, commissioned by the Foreign Secretary. The primary aim of the review was to examine how the UK could improve its effectiveness in international policing. However, its findings have a wider relevance which this conference will expand upon.
