Has the rift over Iraq caused lasting damage? Does discontent with US dominance undermine effective policies? Or is it a driver for positive change? What are the priorities on the international security agenda? Is there convergence or bifurcation of Western security policies? What is the relative weight of counter-terrorism, political and military intervention, counter-proliferation and common defence? Is NATO pursuing its roles successfully?
