STRENGTHENING NATIONAL RESPONSES TO CHILDREN AFFECTED BY HIV/AIDS: WHAT IS THE ROLE OF THE STATE AND SOCIAL WELFARE IN AFRICA?

What are the right policies for children affected by HIV and AIDS? Can the negative social and economic impacts of the epidemic be mitigated without rethinking current policies? What is the role of the state and place of social welfare in supporting children and communities affected by HIV and AIDS? And how could states and the international community further a more comprehensive and effective social welfare agenda for children affected by HIV/AIDS? Does this aspiration require a new vision of the state in 21st century Africa?
