BECOMING AN INFORMATION SOCIETY: THE ROLE OF NEW INFORMATION TECHNOLOGIES IN DEVELOPMENT

Knowledge is more essential for development than endowments of land, labour, natural resources and capital – but how can poor countries become “information-rich”? How can information and communication technologies (ICTs) be applied through tele-medicine, distance learning, electronic commerce, access to public services and transparent government? How can inequality of access be overcome – can social and digital divides be addressed together?
