European Union and Its Neighbours

A consultation, to be held at Wilton Park, in partnership with the Ministry of Foreign Affairs of Sweden and the Foreign and Commonwealth Office, to clarify aims and objectives for the European Union’s new External Action Service -- a key priority for the EU's recently appointed High Representative for Foreign Affairs. Practitioners from European institutions and member countries, together with experts from think tanks and the media, will discuss what the service is for and how to ensure that it has precise goals. They will analyse its policy potential and how to maintain effective delivery, with clear differentiation of roles and responsibilities between the service and member states. They will explore ways of achieving optimum engagement with external actors and good communication with public opinion in member countries. Following soon after the UK general election, the meeting will also provide an early opportunity to assess changes in policy towards Europe. THIS CONSULTATION IS BY INVITATION ONLY.
