GLOBAL EUROPE: TESTING THE LIMITS OF EUROPE'S COMMON SECURITY STRATEGY

Since December 2003, the members of the EU have boasted a joint European Security Strategy. The challenge today is to translate the document’s ideals into common strategic practice. What should be Europe’s foreign and security priorities? Can the European Union ever “speak with one voice” on foreign and security policies? How to provide effective leadership? How best to engage with the United States? Should Europe concentrate on “soft power” and leave “hard power” to the Americans? What is the current terrorist threat? How to improve the EU’s response? How to achieve coherent and legitimate multilateralism? What role for NATO? How to direct the impact of enlargement on CFSP?
