European Union and Its Neighbours

How might the European Union’s constitutional uncertainty be resolved? If ratifications cannot be secured in all member states, what alternative constitutional arrangements are likely? Is a ‘mini’ constitutional treaty a possibility? Could a core Europe emerge? Or could an enlarged EU of 27 continue to function effectively under the Nice Treaty? How can the EU best reconnect with its citizens?
