Since the spring of 2005, when the proposed European Constitutional Treaty was rejected in referenda in France and the Netherlands, the debate on the future of enlargement has gained in intensity. What are the implications for international policy towards the Western Balkans, at a time of change this year? EU officials say that the commitments to the region have been re-stated at the Salzburg Summit in March 2006. But there are signs of reform fatigue in some Western Balkan countries, and in Turkey, that some attribute to a clouding of the enlargement perspective. Could enlargement fatigue become a self-fulfilling prophecy, slowing down reforms and spreading instability among the candidates? THIS CONFERENCE IS BY INVITATION ONLY.
